Condition: User is not logged in and there is no License on disk
Steps to reproduce:
1. Open VS
2. Create a new iOS or MFA project
3. Project created
Observe that on creating project VS doesn't prompt for pricing trigger. However Project is created but it doesn't load and when we try to reload the project it also doesn't prompt for pricing trigger.

Pricing Trigger should prompt in VS after creating project and also on reloading project.

Regression Status: REGRESSION, This is working fine with stable MTVS 1.3.250
Fixed in master. I ported to new activation incorrectly in one place and that place controlled this dialog for both of those scenarios.
Actually the events are broken, 'Reload Project' still does not work.
'Reload Project' works as expected. When QA are testing they should be aware of this 'feature' of VS:
1) Start Visual Studio while logged out of the xamarin account (with no license)
2) Open a project or create a new one
3) Choose 'Cancel' when prompted to log in to your xamarin account
4) The project will be in the unloaded state
5) Right click and choose 'Reload Project'
6) Click cancel again on the log in prompt
7) Right click and choose 'Reload Project' one more time
This time you will not get prompted to log in and you never will again. This is a Visual Studio feature of some kind. To work around this you need to close the solution and re-open it.
There is no way to 'fix' this situation once we block solution loading multiple times as VS stops calling the events and stops attempting to load the csproj.
