offending solution/project

See attached project. about to land, have to turn off computer, so i'll add details later, but if you open this project in stable, you should see the issue.

This project was opened or edited on a non-stable version of XS, and the target framework is set to a level the stable XS does not support. 

From the .csproj "<TargetFrameworkVersion>v4.3</TargetFrameworkVersion>"

This is not settable in the current stable, so you're sharing projects across channels.

Can we handle this better, maybe. Is this a blocker/hotfix worth? No.
