Step to reproduce:
1. Open XS
2. Create any android application
3. Run the application on DEBUG mode
4. Application deploys successfully
5. Stop the application
6. Run same application on RELEASE mode
7. Application deploys successfully
8. Stop the running application 
9. Again run the same application on DEBUG mode

Actual result:
When user again run the application on DEBUG mode, it gives "Deployment failed. FastDev directory creation failed" error and application does not deploy successfully on emulator/device.

Note: If we un-check 'Fast assembly deployment' from Options-> Android Build, then application deploys successfully.

Expected result:
User should able deploy application successfully with any error.

All Mac
Mono 3.2.2 ((no/a0fc6ba)
XS 4.1.10 (build 11)
X.Android 4.8.2-57

Regression Status: We getting same issue with stable X.Android 4.8.0-13-2 and Stable XamarinStudio-4.0.10-7-1

The cause of the problem twofold:

1. Release builds do not generate the fast deployment directory; only Debug builds create it.

2. When Deploying an app from the IDE, various version checks are performed to see if the .apk actually needs to be reinstalled, so that .apk reinstall can be avoided if at all possible.

The problem here is that after installing the Release build and not changing anything in the project (no source code changes, etc.), the deployment process believes that the .apk doesn't need to be installed, and thus doesn't remove the Release build and replace it with a Debug build.

Without a Debug build, there is no fast deployment directory, causing deployment to fail.
