Please merge this test into master if this bug is fixed after #14300 is fixed.

Actually this seems to be caused by the new DISABLE_STETIC env var. Re-prioritising and re-assigning.

DISABLE_STETIC is a private hack to improve load/build perf when you don't need stetic. Creating a stetic project while it's set is pretty pointless.
