After canceling activation, I can reload the project without re-triggering activation: http://screencast.com/t/32QHS7Ux

Change has been pushed to master and should be available here https://wrench.internalx.com/Wrench/ViewLane.aspx?lane_id=495&host_id=63&revision_id=200501 when built.

Today we have checked this issue with following builds :

VS 2013
MTVS 1.10.12

Now we are not able to load iOS project without iOS activation in VS.
Hence closing this issue.
