This function is now a no-op in tip of master. If you set 'mdtool' as the startup project and add the line:

args = new [] { "setup", "reg-build" }

to the top of the main function you can debug this issue from within Xamarin Studio. For some reason mdtool now finds zero addins once the scan is complete and so the addin database is not being rebuilt correctly.
