Steps to reproduce this issue:
1. Open VS.
2. Create Android application.
3. Got to Debug->StepInto/StepOut

Actual Result: StepIn and StepOver option displayed as enable while application not debugging with breakpoint. However if user click on StepInto or StepOver, application deployed to device/Emulator.

Expected Result: If user is not debugging the application after setting breakpoint then StepInto and StepOver option should displayed as disable under Debug menu.

VS 2012/2010
X.Android 4.8.2-54

Regression Status:
This is happening with Stable X.Android 4.8.2-54 we are not sure this has ever worked fine or not.

Please double check this behaviour with normal Visual Studio and Windows based projects. You should find it behaves exactly the same way for both.

As per Comment 2, I have checked this issue on VS for both 'Android' and 'Windows Forms Application'.

Here we are getting similar behavior for both applications in VS, StepIn and StepOver option display as enable.

Hence, closing this issue.
