I'm using Xamarin.Android 4.8.2 (alpha) on one system and I need to test a problem on another which is using stable which doesn't support Android 4.3 (API 18) yet.  When I try to pull a latest from SVN the project fails to load with the error message about the target framework not being supported.

There is no way for the user to resolve this issue as the project properties can't be accessed.  The only way to resolve this is to open the csproj file in TextEdit and change the value which is not a great workflow.  We should never have to touch the csproj file manually.  The project should open with a warning at compile time that the SDK is not available but this should not prevent the project from loading.
