make clean actually fixed my build.

What is make clean?  Is it Xamarin Studio/Build/Clean All?  If it is, I tried Clean All, then Project / Publish Android Application and I still receive the same error.

@Dave: `make clean` is about his internal build state, and is not something you have to worry about.

The 4.8.3 release will include this fix.
