Description of Issue: If you override the BackgroundColor in a Layer the background color will not draw.

Hi,

Not sure this bug still applies but I'll make the same comment as in sister bug https://bugzilla.xamarin.com/show_bug.cgi?id=13448#c7 and https://bugzilla.xamarin.com/show_bug.cgi?id=13448#c8

We'd need a valid and complete test case to reproduce the issue and see what's going on.

I'm marking the bug as NOT_REPRODUCIBLE but if the customer is still experiencing this issue please provide all the requested information and re-open the bug report.
