This is a feature request not a bug.

Can we have some hooks/events to get notified when the user start/stop/pause the video recording?

As it stands, Xamarin.Mobile uses the system UI for the camera. In the case of every OS except for iOS, this is actually a completely separate app and it would not be possible to expose such an event.
