Poorly formatted code

In 2.8, Format Document is not working.

Repro steps:

1) Configure some non-default settings, such as curly braces on line line.

2) Write some bad code, similar to attached screen shot.

3) Run "Format document"

Results:

Nothing happens.  Indent levels are not fixed, curly braces are not fixed.

4) CTRL+A to select all.

5) Run "Format selection"

Results:

Document is now formatted according to configuration.

Expected:

Format document should format entire document properly.

Ignore Bug:

It seems another bug in the code reformatting or auto complete removed an ending curly brace in my sample code, thus making the code invalid.  Once this was fixed, formatting now works.
