The .net 4.5 System.Net.Http.WebRequestHandler (found in System.Net.Http.WebRequest.dll) is not implemented in mono.
This is needed to support .net 4.5 signalr in mono.
WebRequestHandler exposes more features from the underlying HttpWebRequest than its base class, details here:

However, this doesn't get us the .NET 4.5 SignalR working because ClientWebSocket is not implemented yet.
Let us land the code, then someone else can work on the ClienWebSocket stack.
It has already landed.
