I was going to post this as a comment on bug 9558, but then I figured we should just have an open enhancement for it.

Problem:
The requirements for Publish Android Application are unclear, and the tool is disabled when settings are incorrect.


Solution:
JonP and I briefly discussed this while he was here last week. We thought it might be worth keeping the menu item enabled, and then warning users when they try to use it that their configuration is incorrect (or perhaps even better, offer to set those settings for them to proceed with the publish).

Filed long ago with the intent of dealing with it for 4.8 - didn't get done, so we'll perhaps look to fix this for 4.8.x

This bug was targeted for a past milestone, moving to the next active non-hotfix milestone.

I have checked this enhancement issue with latest build and I am still getting same behavior mentioned in bug description.

We have make several improvement in this area. A complete new feature named Archive Manager replace it.
