I cannot reproduce the issue. Verified with the attached sample.
Odd; it fails for me with both 22.214.171.12475308 and 126.96.36.199221407 (monodroid/master/e27c3d7d4).

Diagnostic Build Output.txt
@Eno: Build output is attached. We never even make it to the Javac task, as we die in ResolveLibraryProjectImports.
Applied the fix [master 41e065f] that includes check for native libraries.
Today we have checked this issue with following builds:
All Windows and Mac
X.S 4.0.9(build 3)
And we followed some steps
1. Create a new Android application.
2. Add Mono.Android.Support.v4.dll into Project Reference.
3. Add code to the project that utilizes that import(attempt to use one of Mono.Android.Support.v4.dll types)
4. Build the project.
And project builds successfully.
I am attaching the project which I have used to verify this issue "AndroidappSa.zip"
