Description of Problem:

The roundtrip pattern should be culture-neutral; it shouldn't use the culture's format strings *or* calendar system. On Mono, it does - so any cultures with a different calendar system (giving a different date) will given an incorrect result.

Steps to reproduce the problem:

Run this code:

        var culture = new CultureInfo("ps-AF");
        var date = new DateTime(1976, 6, 19);
        Console.WriteLine(date.ToString("O", culture));

Actual Results:   1396-06-22T00:00:00.0000000
Expected Results: 1976-06-19T00:00:00.0000000

How often does this happen? Always

Ditto for the "s" (sortable) standard format by the way.
