it's the old 'windows keyboard layout broken' issue - dutch people have reported that for a long time.

That said - neo keyboard layout is broken as well - I can't type any punctuation in md - not just ".

Is it broken in stock GTK+ widgets like GtkEntry, or in the source
editor, or in both?

All GTK+ widgets and other GTK programs like pidgin suffer from the same problem.

I don't know if they have the same problem at least for my keyboard layout it's not easy to fix:

it's just easy to reproduce with that - as said I don't know if it is the same problem - but the windows keyboard input is messed up :/

Double quotes (Shift+2) with NL keyboard layout work properly when switching to the Simple input method instead of the default Windows IME.

Same problem here. I just added a second keyboard in the control panel: the normal United States keyboard (instead of US International which is common for Dutch computers), and then I can enter those quotes. 

The nice part is: Windows remembers which keyboard layout it uses, so I i switch for Xamarin Studio, in this browser window I still can use my lovely dead keys...
