In my project, I want to set Minimum Android to Target to 2.3, so I can support older devices.

However, I want to set Target API level to 14 to enable hardware acceleration on devices that support it.

The problem is that I cannot use ConfigurationChanges = ConfigChanges.Orientation | ConfigChanges.ScreenSize for 2.3, so my activity always restarts when I change screen orientation.

Can this be patched in the manifest generation?  Would compiling for 2.3 fail if the activity entry in the manifest read:
<activity android:configChanges="orientation|screenSize"?

FWIW,  "Minimum Android to Target" is *not* TargetFrameworkVersion. it's a value in the manifest that can be *lower* than TargetFrameworkVersion as long as you do runtime checks to avoid calling APIs that don't exist on the current device.
