The Solutions policy pickers should have an option "Use User Preferences", and this should be the default instead of copying current user preferences into the solution on first use.

Although maybe not the "best" default, this would be much less confusing for users coming from other IDEs.

Also, we should make the policy combo in projects say "Use Solution Policy" instead of "Parent Policy", IMO that would be easier to understand.

We'll also have to update the "This change will not affect your current solution" warning check to handle this.
