What is the reason to show both Source Analysis scroll bar and main file scroll bar when Source Analysis is enabled?

In MD 3.X main scrollbar was hidden when Source Analysis was enabled.

This is because we had to get rid of our custom ScrolledWindow to make overlay scrollbars work correctly on Mac.

I did figure out a way to do this with some evil GTK hackery: https://github.com/mono/monodevelop/commit/c45bd1075a9af781f66211ec7ae472db8a4481ea

We have verified this issue with the latest builds:

MD 4.0 - 9b07a6655aa75ea1b870feacd2ac7c53b45d3889
MFA 4.6.010121
MT 6.2.1.170

And now the issue is not appearing.
