Today we have checked this issue with following builds:

We observed that when we enter text into Release Note text box it just display a scroll bar with lengthy text in a single line but it does not comes to next line in Release Note text box. Below is the screencast for the same:

Good point, it should be set to wrap its contents.
The Release Note text box should expand when the window size is enlarged. Thanks.

Example of stretch issue.
Stretching the window doesn't stretch any fields within it.
The expand bug is fixed in 4.0.2 and the text wrapping was fixed in git master
